It's not a wrapper, but this project aims to run x86 and ARM binaries for CE in Wine see ARM in the Wine wiki
It's now available at GitHub and can be considered pre-alpha
There's still very much todo, e.g. we need to wrap every function (forwarded or not) to be an register entry on x86. Further we need more functions implemented/forwarded and more dlls included. If that project is interesting enough we'll need a testsuite and testers, and so on.
